Why it matters.

Social spend commitments count only when the supplier holds a current certification and the dollars have been spent. Both are difficult to show from a spreadsheet of supplier names and totals. Catchment checks certification when a supplier joins, re-checks it before every report, and claims spend against individual invoices. Indigenous supplier spend tracking follows the definitions in the Commonwealth Indigenous Procurement Policy and state Aboriginal procurement policies, and social benefit supplier reporting follows the Victorian Social Procurement Framework. Each category rolls up as its policy defines it.
