Victorian Social Procurement Framework: bands, objectives and reporting

The Social Procurement Framework does not hand you a single percentage. It gives each agency objectives to pick from by contract value, so your real targets are the ones written into your own contract.

What is the Victorian Social Procurement Framework?

Victoria's Social Procurement Framework sets how government departments and agencies use purchasing to deliver social and sustainable outcomes. It applies to all goods, services and construction, with four value bands. It sets seven social and three sustainable objectives, and buyers choose which to pursue and write them into each tender and contract.

Who It Applies To

Departments And Agencies

It applies to all goods, services and construction bought by, or for, departments and agencies subject to the Standing Directions, at any value. Other Victorian public bodies are encouraged to adopt it.

Head Contractors And Suppliers

Commitments reach suppliers through tenders and contracts. A supplier may be asked to report on performance against commitments in its Social Procurement Commitment Proposal, with the frequency set in the contract.

Social Benefit Suppliers

These are Victorian social enterprises certified by Social Traders, Victorian Aboriginal businesses verified by Supply Nation or Kinaway, and providers of certain disability employment supports or services. They are often the trade partners (subcontractors) behind a spend commitment.

Quoting A Framework Percentage

The framework recommends actions by band but leaves objective selection and target values to the buyer. Two similar contracts can carry different commitments, so read the contract before setting a number.

Counting An Unverified Supplier

Social benefit status depends on certification by Social Traders or verification by Supply Nation or Kinaway, plus a Victorian presence. A supplier that looks right but has no current record can undermine a spend figure in the final report.

Using Outdated Terms Or Guidance

Opportunities for Victorian priority jobseekers replaced the earlier disadvantaged Victorians objective on 1 July 2023, and some buyer guides were still being updated. The family violence leave outcome also no longer applies, so older templates can ask the wrong question.

In Catchment

How Catchment manages the Victorian Social Procurement Framework.

Starting Targets You Replace

SocialPro

The framework adds targets such as Priority Jobseeker Employment Hours, Victorian Aboriginal Employment Hours and Australian Disability Employment Hours, with editable starting values. Replace them with your contract's figures, since the SPF sets none of its own.

Spend By Invoice And Certification

SocialPro

Certified Spend holds one row per invoice with the supplier's ABN, certifications, value excluding GST and any invoice file you attach, checked against Aboriginal Business Spend, Social Enterprise Spend and Disability Enterprise Spend. Catchment records certification from bodies such as Supply Nation and Kinaway, and does not verify it with them.

Reports That Roll Up From Packages

SocialPro

Each package submits monthly, a reviewer accepts or sends back each section, and accepted periods lock. That gives you the record to report from, whichever frequency your contract sets for the Social Procurement Performance Report.

Proposal And Plan On File

GovAssure

Social Procurement Commitment Proposal and Social Procurement Plan are set up as document requirements. Keep each revision of your own copy in the Document Register and select the current one when you file it. You can see what was promised at tender when you write the final report and any statutory declaration.

Sustainable Objectives As Commitments

EnviroTrack

The SPF template covers hours, spend and documents. If your contract includes sustainable objectives such as recycled content or waste, add them as project commitments and have packages report monthly entries.

Victorian Social Procurement Framework questions.

What is the Victorian Social Procurement Framework?

It is the Victorian Government's whole-of-government approach to using procurement for social and sustainable outcomes. It applies to goods, services and construction bought by departments and agencies subject to the Standing Directions. It sets the objectives, buyer requirements by value, and measurement and reporting expectations.

What are the SPF value thresholds?

Below threshold is under $1 million regional, or under $3 million metro or state-wide. The lower band runs from there to $20 million. The middle band is $20 million to $50 million, and the upper band is over $50 million. All values exclude GST.

What are the SPF objectives?

The seven social objectives cover Victorian Aboriginal people, Victorians with disability, women's equality and safety, priority jobseekers, safe and fair workplaces, the social enterprise and Aboriginal business sectors, and regions. The three sustainable objectives cover sustainable outputs, sustainable business practices and the Climate Change Policy Objectives.

Who counts as a social benefit supplier in Victoria?

A Victorian social enterprise certified by Social Traders, a Victorian Aboriginal business verified by Supply Nation or Kinaway, or a provider of employment supports or services under Part 5 of the Disability Services and Inclusion Act 2023 (Cth). Each also needs a presence in Victoria.

Does the SPF set a percentage target for suppliers?

No single percentage applies across the framework. Evaluation criteria in the lower band carry a 5 to 10 per cent weighting, but employment and spend targets are set for each procurement and written into the contract. Check your own contract for the figures that bind you.

What do suppliers report under the SPF?

Buyer guidance describes contractors submitting Social Procurement Performance Reports against their Social Procurement Commitment Proposal at a contracted frequency. A final report, supported by a statutory declaration, may be required within a set period of completion. Suppliers should also keep accurate records that could be reviewed or audited.

How does the SPF relate to Local Jobs First and the Fair Jobs Code?

They are separate rules that often sit on the same project. The SPF uses thresholds consistent with Local Jobs First. The Building Equality Policy is implemented through the SPF, and the safe and fair workplaces objective overlaps with the Fair Jobs Code and Supplier Code of Conduct.
